The State Service of Special Communications and Information Protection of Ukraine (SSSCIP) has been recognized for its work in establishing a system of professional standardization and personnel certification in cybersecurity and information protection at the V International Forum "Human Capital: Value. Quality. Development."

The forum served as a key platform for discussing strategic issues related to developing the national qualifications system and integrating Ukraine into the European qualifications space.

SSSCIP integrated working groups under the leadership of the Head of the Service Brigadier General Oleksandr Potii received high marks from the expert community based on the results of their work in 2023-2024.

SSSCIP's integrated working groups, led by Head of Service Brigadier General Oleksandr Potii, were praised by the expert community for their work in 2023-2024.

Their key achievements include:

  • Forming the National Cybersecurity Qualification Framework and adding 27 new professions in cybersecurity and information protection to the Classifier of Professions of Ukraine — a significant accomplishment, the first of its kind in many years;

  • Developing professional standards based on international frameworks such as the Cyber Workforce Framework (NIST 800-181, USA) and the European Cybersecurity Skills Framework (ENISA), adapted to meet Ukrainian needs. To date, 21 professional standards and 46 new qualifications in cybersecurity and information protection have been approved;

  • Establishing the Information Technology and Cybersecurity Qualification Center at the State Scientific and Research Institute of Cybersecurity Technologies and Information Protection. This center aims to enhance the effectiveness of the cyber protection system through modern standards, develop professional qualifications, and implement certification programs for specialists in both the public and private sectors.

Professor Oleksandr Yudin, Deputy Head of the integrated working group, received an award on behalf of SSSCIP for his contributions to developing the qualification system.

“This recognition underscores the importance of SSSCIP's activities in personnel policy for protecting critical infrastructure and strengthening Ukraine's cyber defenses,” stated Yudin.

SSSCIP expresses its gratitude to the National Qualifications Agency for the high assessment of the specialists' work and reaffirms its commitment to national cyber resilience by training highly skilled personnel to protect Ukraine in the information and cyberspace.

The event was organized by the National Qualifications Agency with the support from the Swiss NGO Helvetas and in cooperation with the Czech Development Agency.
